When it comes to  a PDF document the answer is no, but if you can get a product that comes with the original source document like you get when you purchase a product in our "PLR" or "Private Label Rights" section.

The source file is usually in Microsoft Word, or Rich Text Format. These can be edited into any language, and the saved again into PDF format.

 If you want to make sure that you can edit the included cover graphics, then you will want to locate products with the .PSD Graphics included. These are editable graphics that you can change the graphics with Photoshop or free Gimp Software. To find out if a product comes with the .PSD graphics you can find out on each product page in the "Distribution Rights" area of the page.
