If it states that you can edit and alter the sales materials does this mean you can completely edit and alter the whole book (even change the book cover title)?

In most cases yes, but it is recommended that you check the description of each product to make sure that it comes with the source graphics (.psd). These are the products that you can edit the graphics for.

Also note that with PLR Rights, you can create your own new ecovers as well.
